Oslo is an attractive cruise destination with a spectacular approach, centrally located quays, and numerous attractions. The city welcomes many cruise passengers annually and rewards environmentally friendly ships.
Quay Dues

Quay dues for cruise ships (per 24 hours): Per GT: NOK 1.65

Quay dues for private yachts (per 24 hours): Per GT: NOK 5

Minimum fee per 24-hour stay: NOK 6,000

ISPS Fee and Passenger Charges

ISPS fee and passenger charges are calculated based on the number of passengers in transit and those embarking/disembarking.

Use of an inspection boat, if requested by the ship or required due to elevated security levels, is charged at NOK 5,165 per hour.

In cases of unreasonably high access control costs, an additional fee may be charged to cover documented extra expenses.

Per person, per 24 hours: NOK 17.30

Passenger charge, per person, per call: NOK 10,10

Minimum ISPS fee, per call: NOK 210

Environmental Fee

For ships calling at Port of Oslo, an additional fee of NOK 0.60 per GT applies. This fee helps support the development of zero-emission solutions, currently, shore power facilities for ships.

EPI Adjustment

The Environmental Port Index (EPI) has been introduced as a financial incentive to support sustainable and environmentally friendly cruise operations and to make it less profitable for polluting ships to call at the port. EPI applies to all cruise calls and affects quay dues. Cruise ships must report port call data within 72 hours after departure—failure to report within 72 hours results in a score of 0.

EPI Score and Quay Dues Adjustment:

0–39: +100%

40–69: +0%

70–100: –15% If a cruise ship is equipped, tested, and ready to receive shore power in Oslo but the captain chooses not to connect without a valid reason, the ship will receive an EPI score of 0.

Waste Management from Ships

In accordance with the Pollution Regulations (FOR 2004-06-01 No. 931), Chapter 20, Port of Oslo has established facilities for handling waste and cargo residues from ships.

Fees for ship-generated waste 

All ships calling at public quays are charged for waste handling, regardless of whether waste is delivered. The fee is calculated based on the number of persons (crew + passengers) reported in SafeSeaNet.

50% surcharge per started 12-hour period for stays over 24 hours

50% surcharge for ships arriving from ports outside Northern Europe (north of 48° N latitude) Additional fees may apply for disproportionately large waste volumes or waiting time over 2 hours for the waste truck

Waste fee per call 

Per person (passengers and crew), per 24 hours: NOK 10.50

Minimum fee: NOK 210 per call

The fee may be reduced or waived if documentation shows regular waste handling at another port or for special considerations. The fee is invoiced together with quay dues.

Water Supply

Water delivery to ships is charged based on measured volume or by filling a pre-measured tank. Per m³: NOK 52

Minimum fee per delivery: NOK 1550

Overtime surcharge 50% (Mon–Fri 15:00–20:00), per hour: NOK 1250

Overtime surcharge 100% after 20:00, weekends, and public holidays: NOK 2500

Orders placed before 12:00 on weekdays are usually executed the next day. Orders for weekends and holidays must be placed no later than 12:00 on the last business day before the weekend or holiday. Orders are binding and subject to minimum fees and any overtime costs.

Turnaround Fee

When cruise passengers start or end their journey in Oslo, a turnaround fee applies in addition to the ISPS fee. The amount is agreed with the ship’s agent.

Shore Power

The price for shore power to ships is determined based on a combined assessment of electricity price, grid tariff, taxes, and operation and maintenance of necessary facilities.

Connection fee: NOK 25,000

First call: NOK 50,000

Commissioning fee: NOK 70,000

Additional cost for connection after 20:00 and on weekends/public holidays: NOK 5,000

Port of Oslo strives for predictability through fixed prices, but reserves the right to adjust them in line with market conditions and regulations.
